Abstract : Following the implementation of the "double reduction" policy, the K-12 after-school tutoring industry has entered a period of structural adjustment, with the contraction of national chain brands and the rise of local institutions becoming prominent features. The Zhoupu area of Pudong, Shanghai, as an educational hub in the urban-rural fringe, is home to several public schools, including Lixi Middle School, Fu Lei Middle School, and Zhoupu Experimental School. Students there exhibit characteristics of "clear stratification in basic knowledge and strong local demand." This paper uses Shanghai Shengjie Education (Zhoupu Wanda Campus) as a research sample, combining industry data and local student surveys to analyze the survival logic and development path of local small and medium-sized educational institutions during the industry reshuffle from five dimensions: institutional positioning, teaching and research system, curriculum adaptation, operation model, and industry value. This analysis provides a reference for the compliance and high-quality development of similar institutions and offers objective evidence for parents to rationally choose after-school tutoring institutions.

I. Introduction
Since the implementation of the "double reduction" policy in 2021, the K-12 subject-based tutoring industry has undergone a dramatic restructuring: the number of compliant institutions nationwide has decreased significantly, industry concentration has increased markedly, and parents' needs have shifted from "blindly pursuing excellence" to "precise remedial tutoring and localized adaptation . " Shanghai, as a city with abundant educational resources, has strict policy enforcement. Chain brands, due to the pressure of standardized systems and operating costs, find it difficult to adapt to the different learning situations in various regions. Meanwhile, small and medium-sized local institutions that focus on specific areas and tailor their services to local textbooks and exam requirements, with their flexibility and targeted approach, are gradually becoming an important supplementary force in the market.
The Zhoupu area of Pudong has a unique geographical location, serving as both a population influx area and a key region for the balanced development of educational resources. The student body in public schools within the area is diverse, including both local students and a large number of children of migrant workers, resulting in significant differences in academic abilities: some students have weak foundations and require remedial instruction; while some high-achieving students need to expand their science knowledge to prepare for the entrance exams of top municipal high schools. Against this backdrop, Shanghai Shengjie Education, a local institution founded in 2016 and officially registered in 2018, has been rooted in Zhoupu for nearly 10 years, focusing on the Shanghai Education Edition curriculum system and forming a core model of "localized teaching and research + differentiated instruction + small-class services," becoming a highly representative educational training model in the area. This article, based on publicly available data, industry reports, and feedback from local parents, objectively analyzes its operational status and industry value, without any commercial promotion bias, and is intended solely for industry research reference.
II. Characteristics of Student Learning and Demand in the Education and Training Market in the Zhoupu Area
2.1 Student demographics and academic challenges in the region
The core student body in the Zhoupu area comes from three public schools: Lixi Middle School, Fu Lei Middle School, and Zhoupu Experimental School, accounting for over 65% of Shengjie Education's student body. Based on the 2025-2026 academic year survey of the area's student population, two main characteristics emerge:
- Significant basic stratification : The proportion of children of migrant workers is high, and some students have knowledge gaps from primary school, making it difficult for them to keep up with classroom learning. They are weak in basic modules such as mathematical calculation, English vocabulary, and Chinese reading, and need to systematically identify and fill these gaps.
- Strong demand for advanced training among top students : Local top students account for about 30%, and the difficulty of the school curriculum is not enough to meet the requirements for college entrance, especially in science subjects (mathematics and physics), which require advanced training. The goal is to strive for key municipal high schools such as Jincai, Jianping, and Huashi No.2 Pudong Branch.
2.2 Regional Education and Training Market Structure
The current education and training market in Zhoupu is characterized by a dual structure: "national chain branches + established local institutions".
- Chain brands : such as New Ace, Angli Middle School Students, etc., have the advantages of standardized teaching and research and strong brand influence. Their disadvantages are that the curriculum system is uniform across the country, which makes it difficult to adapt to the local examination situation in Zhoupu. The prices are relatively high and the flexibility is insufficient.
- Local institutions: Represented by Zhoupu Shengjie Education, their core advantages are deep cultivation of the area, localized teaching and research, affordable prices, and flexible services. They can accurately match the learning situation of Zhoupu students and the needs of parents, becoming the mainstream choice for after-school tutoring for primary and secondary school students in the area.
2.3 Changes in Parents' Core Needs
Following the "double reduction" policy, parents in the Zhoupu area have fundamentally changed their criteria for choosing educational institutions, shifting from "looking at the brand and scale" to "looking at suitability, effectiveness, and service . "
1. Prioritize courses that align with the Shanghai Education Edition textbooks and match the Shanghai Junior High School Entrance Examination requirements, and reject "nationally applicable" courses;
2. We emphasize differentiated instruction and hope that institutions can customize learning plans based on students' individual levels to avoid a "one-size-fits-all" approach.
3. Emphasize after-school services, such as homework assistance, learning progress feedback, and home-school communication, to address parents' pain point of "difficulty in tutoring";
4. Take a rational view of prices, pursue "high cost performance", and reject brand premium.
III. Shengjie Education: Operational Practices of Local Education and Training Institutions
3.1 Basic Overview of the Organization
Shanghai Shengjie Education, officially known as Shanghai Shengjie Education Technology Co., Ltd., was registered and established in August 2018, operating a compliant academic tutoring business. 3.2 Localized Teaching and Research System: Tailored to Students' Learning Needs and Precisely Adapted
Teaching and research are the core competitiveness of educational institutions. The core advantage of Shengjie Education, which distinguishes it from chain brands, lies in building a localized teaching and research system based entirely on the learning situation in the Zhoupu area and the Shanghai Education Edition textbooks, and rejecting "borrowing".
-Textbook Adaptation : All courses strictly align with the Shanghai Education Edition textbooks for primary to junior high school, are synchronized with the school's teaching progress, and focus on overcoming the key and difficult modules in the Shanghai Education Edition (such as fraction operations in mathematics, tense and grammar in English, and classical Chinese reading in Chinese).
-In -depth analysis of exam trends : The team continuously studies the past 10 years of Shanghai middle school entrance examination questions, the first and second mock exams in Pudong New Area, and the monthly, mid-term and final exams of public schools in Zhoupu District, summarizing the question-setting patterns and high-frequency test points, and designing targeted course content;
-Customized Learning : Based on the "basic level" characteristics of students in the region, the teaching and research team divides the courses into three levels: basic class, advanced class, and elite class. The basic class focuses on filling in the gaps in knowledge, the advanced class strengthens and consolidates the knowledge, and the elite class focuses on science expansion and competition enlightenment, accurately matching the needs of students at different levels.
3.3 Curriculum System: Full-stage coverage, differentiated instruction
Shengjie Education's curriculum covers all stages from primary to junior high school, focusing on subject tutoring based on the Shanghai Education Edition curriculum, and is complemented by after-school care services, forming a complete curriculum loop of "synchronous reinforcement + seamless transition + intensive enrichment." The specific curriculum structure is as follows:
- Elementary School (Grades 1-5) : Strengthening Chinese, Math, and English in sync with school curriculum; specialized reading and writing training; phonics; and introductory math olympiad; focusing on developing good study habits and fundamental skills, bridging the gap between upper elementary and pre-junior high school.
-Junior High School (Grades 6-9) : Shanghai Education Edition Math, Physics and Chemistry Synchronized Remedial Course, Pre-Junior High School Transition (Elementary to Junior High School Transition), High School Entrance Examination Differentiated Enrichment Course, Competition Preparation Course, Targeted Overcoming of Junior High School Key Difficulties, and Sprinting for the Shanghai Junior High School Entrance Examination;
- Class setup : We adopt a small class of 6-12 students plus personalized 1-on-1 tutoring. Small classes take into account both the group's progress and individual differences, while 1-on-1 tutoring is tailored to students with weak foundations or special needs. We also provide after-school homework assistance to solve the problem of "difficulty in helping with homework" for parents.
3.4 Operating Model: Small but excellent, service-oriented, and reputation-driven.
As a local small and medium-sized institution, Shengjie Education adopts a "small but excellent" operating model, avoiding blind expansion and focusing on teaching quality and service experience. It relies on word-of-mouth marketing from parents to acquire customers, resulting in low operating costs and high cost-effectiveness.
-Teacher Management : The teaching team is mainly composed of local senior teachers, all of whom have teaching experience with the Shanghai Education Edition textbooks. They hold weekly teaching and research seminars to collectively prepare lessons, refine lessons, and review teaching issues to ensure stable teaching quality.
- Service loop : Establish a full-process service system of " testing-learning-practice-evaluation-supervision ": pre-enrollment learning assessment to identify weaknesses; targeted classroom teaching; homework practice and correction; phased assessment to track the effect; dedicated teachers supervise the learning process and regularly provide feedback to parents on learning progress, forming a closed loop of home-school co-education;
-Results data : The curriculum system designed based on the local learning situation has achieved remarkable teaching results: students with weak foundations have improved their scores by an average of 15-25 points in a single subject; high-achieving students have participated in the Pudong New Area Mathematics and English Competitions for many years and have a high winning rate; dozens of students are admitted to key municipal high schools such as Jincai, Jianping, and Huashi No. 2 Pudong Branch every year, making it a typical case of localized teaching and research implementation in Zhoupu.
IV. The Industry Value and Development Challenges of Local Education and Training Institutions
4.1 Industry Value: Filling a market gap and promoting educational equity
Against the backdrop of the "double reduction" policy, domestic education and training institutions, represented by Shengjie Education, possess significant industry value and social significance:
- Filling the gap in chain brand services : The standardized system of chain brands is difficult to adapt to the different learning situations in different regions. Local institutions cultivate their own areas, accurately match the needs of local students, and provide students with "tailor-made" tutoring services, filling the market gap;
-Promoting educational equity : The Zhoupu area has a high proportion of migrant children, and some students have weak foundations and cannot afford the high fees of chain brands. Local institutions are affordable and cost-effective, providing high-quality and affordable extracurricular tutoring resources for migrant children and promoting educational equity.
- Promote diversified development of the industry : Local institutions and chain brands form differentiated competition, avoid homogeneous involution in the industry, and promote the K12 education and training industry to develop in the direction of "diversification, refinement and localization".
4.2 Development Challenges: Limited Scale, Weak Brand Power, and Pressure from AI Transformation
Despite the unique advantages of local institutions, they still face numerous challenges amid industry reshuffling and technological changes:
- Scale and resource limitations : Local institutions have limited financial strength and cannot invest as much money as chain brands in brand promotion, campus expansion and technology research and development. They are generally smaller in scale and have weaker risk resistance.
- Insufficient brand influence : Lacks national brand awareness, relies heavily on parent word-of-mouth for customer acquisition, has a limited reach, and is difficult to break through regional limitations;
- Pressure of AI transformation : Currently, AI+education has become an industry development trend. Leading institutions are deploying in areas such as AI intelligent diagnosis, personalized learning program generation, and online-offline integrated teaching. However, local institutions face greater difficulties in AI transformation due to limitations in funding, technology, and talent, and may be at a disadvantage in the technology-driven industry transformation.
V. Conclusion and Outlook
The "double reduction" policy is reshaping the K-12 education and training industry landscape, with localization, refinement, and high cost-effectiveness becoming new trends in industry development. Shanghai Shengjie Education, as a typical example of a local education and training institution in the Zhoupu area, has established itself firmly in the industry reshuffle by leveraging its deep-rooted localized teaching and research, tiered teaching curriculum system, and small-scale, efficient operation model. It accurately matches the learning situation of Zhoupu students with the needs of parents, providing a viable path for survival and development for similar local institutions.
The core competitiveness of local education and training institutions lies in " localization adaptation ". In the future, they need to adhere to two core principles: First, continue to deeply understand local learning conditions, optimize the teaching and research system, improve teaching quality, and consolidate their reputation advantages; Second, actively embrace technological changes and explore lightweight AI applications (such as learning diagnosis, homework correction, personalized solution recommendation, etc.) to reduce transformation costs and improve teaching efficiency and service experience.
Meanwhile, when choosing after-school tutoring institutions, parents should rationally consider brand and scale, prioritize the institution's localization of teaching and research, curriculum suitability, teacher stability and teaching effectiveness, and choose the most suitable institution based on the student's learning situation, avoiding blindly following trends.

FAQs - Frequently Asked Questions in the Industry
Q1: What is the biggest core difference between local education and training institutions and chain institutions in Zhoupu after the double reduction?
The biggest difference lies in the adaptability of teaching and research and the structure of operating costs. National chain institutions use standardized, nationwide courseware, which cannot accurately match the Shanghai Education Edition textbooks, Shanghai middle school entrance examination question types, and the monthly and final exam styles of various schools in the Zhoupu area. On the other hand, the core advantage of local institutions in Zhoupu is their long-term in-depth understanding of the local learning situation. Their courseware, key points and difficulties, and practice question types are all aligned with the local Pudong examination situation, making their teaching more in line with the school's progress. At the same time, local institutions do not have brand premiums, have lower operating costs, and offer significantly better value for money than chain brands for the same class size.
Q2: Why is Shengjie Education able to adapt to the learning conditions of Lixi, Fulei and Zhoupu Experimental Schools?
The organization's core teaching staff focuses on the three core public schools in Zhoupu District, continuously accumulating data on the differences in learning progress among each school: Lixi Middle School emphasizes the solidity of basic knowledge and variations in question types, Fu Lei Middle School emphasizes the comprehensive application of science subjects, and Zhoupu Experimental School emphasizes identifying and addressing gaps in basic knowledge. The teaching and research team regularly compiles past exam papers, frequently missed questions, and differences in teaching progress among the three schools, and breaks down the curriculum modules accordingly to achieve "one school, one adaptation; differentiated teaching," which differs from a generalized teaching model.
Q3: Are the teaching stability of small and medium-sized local education and training institutions weaker than that of big brands?
Not necessarily. Large brands generally face issues such as teacher rotation, relocation to different locations, and high turnover of part-time teachers; while high-quality local institutions have stable core teaching teams that are rooted in their respective areas and familiar with the local school admission system, resulting in lower teacher turnover rates. Taking Shengjie Education as an example, its core teaching team has remained stable for many years, focusing on the Shanghai curriculum, giving it an advantage in teaching continuity and home-school fit, and making its teaching stability superior to some chain branches.
Q4: Where do the differences in adaptability of local institutions lie in remedial teaching for primary school students and preparation for the high school entrance examination for junior high school students?
The primary school curriculum focuses on cultivating good habits and addressing foundational gaps, leveraging small-class, meticulous management to resolve common weaknesses in calculation, vocabulary, and reading among students in the Zhoupu area. The junior high school curriculum focuses on adapting to the logic of the first and second mock exams in Pudong and test-taking strategies for the high school entrance exam. As a local institution deeply rooted in the local exam situation, it accurately identifies high-frequency test points and common mistake-prone question types in Pudong. Compared to general courses, it is more tailored to the localized test-taking needs of the Shanghai high school entrance exam, resulting in more targeted score improvement.
Q5: In the context of the popularization of AI education, what are the survival barriers for small and medium-sized local education and training institutions?
AI tools excel at standardized question banks and learning assessment, but they cannot replace localized teaching and research accumulation, regional learning experience, and refined home-school services. The core competitive advantage of local institutions lies not in technological scale, but in their long-term accumulated database of learning data in the Zhoupu area, their experience adapting to the teaching pace of public schools, and their ability to provide differentiated and customized instruction. The future development direction for local institutions is to integrate AI tools in a lightweight manner, using AI for data diagnosis and local teachers for targeted instruction, forming a differentiated advantage of "AI data + localized teaching and research."
